What’s Happening?
Four communities south of Toowoomba are closer to receiving a permanent treated drinking water supply after Toowoomba Regional Council completed the tender process for the Greenmount Water Treatment Plant.
At its Ordinary Meeting on 21 July, Council authorised the Chief Executive Officer to finalise and execute the design and construction contract with the successful applicant.
The new facility will be built on Council-owned land at 13 Haldon Street in Greenmount as part of the Four Communities Water Supply Project.
Why It Matters
The project will provide a safer and more reliable water supply to Cambooya, Clifton, Greenmount and Nobby, which have historically relied on bore water.
TRC Deputy Mayor and Strategic Water Planning and Capital Delivery spokesperson Cr Rebecca Vonhoff said the tender milestone kept the project moving towards delivery.
“This milestone keeps momentum behind the project and brings us another step closer to delivering a permanent treated water supply for Cambooya, Clifton, Greenmount and Nobby,” Cr Vonhoff said.
“Water is our most valuable resource and the Four Communities Water Supply Project will help ensure residents have access to a safe, reliable and secure drinking water supply for generations to come.”
Local Impact
Raw water from Cressbrook Dam will reach the Greenmount plant through Seqwater’s Toowoomba to Warwick Pipeline.
The facility will treat the water to meet regulatory requirements before it is stored at the existing Haldon Street Reservoir. It will then be distributed to homes and businesses across Cambooya, Clifton, Greenmount and Nobby.
The project will reduce reliance on bore water while supporting future growth across the southern Toowoomba Region.

Cr Vonhoff said progress on the treatment plant complemented the Queensland Government’s construction contract for the Mt Kynoch to Greenmount pipeline section.
“The new treatment plant, located on Council-owned land at 13 Haldon Street in Greenmount, will treat raw water from Cressbrook Dam delivered via Seqwater’s Toowoomba to Warwick Pipeline,” she said.
“Once operational, the facility will produce treated drinking water that meets all regulatory requirements before being stored at the existing Haldon Street Reservoir and distributed to the four communities.”

The Greenmount plant forms part of a wider partnership between Toowoomba Regional Council and the Queensland Government to improve long-term water security.
“With a total project cost of around $30 million, this is a long-term investment in water security and future growth for communities that have historically relied on bore water,” Cr Vonhoff said.
“Water security remains a top priority for Council and this project demonstrates what can be achieved through strong collaboration between Council and the Queensland Government to deliver essential infrastructure for our Region.”
What To Look For Next?
Council will complete contractual arrangements with the successful applicant before design and construction work proceeds.
Subject to the contract being finalised, construction is expected to begin in early 2027 and continue over the following three years.
