What’s happening?
Construction on the Perth Street Culvert Upgrade in Toowoomba has been temporarily paused after timber was uncovered during excavation works.
The timber was found about one metre below Lake Annand’s concrete floor in late April.
Toowoomba Regional Council said work stopped immediately after the discovery.
Council has secured the site and is working with the Department of Environment, Tourism, Science and Innovation while a qualified archaeologist investigates the timber.
TRC Construction and Maintenance portfolio spokesperson Cr Carol Taylor said the investigation would determine the significance of the find.
“These discoveries have the potential to add to our Region’s historical records and help us understand the innovative solutions that were deployed at various times to help communities cross our creeks,” Cr Taylor said.
Council said works would restart as soon as possible after the investigation process is completed.
Why it matters?
The timber could provide insight into earlier infrastructure used around Toowoomba waterways and creek crossings.
The discovery has also temporarily delayed a major flood resilience upgrade for the local road network.
Local Impact
The project affects Perth Street between Kitchener and Mackenzie Streets.
Residents and motorists in the area are waiting on upgrades designed to improve flood mitigation and road safety during severe weather.
The ageing culvert will be replaced with a larger structure built to better manage flood flows.

- The Perth Street Culvert Upgrade is valued at $4 million.
- The Australian Government is contributing $3.35 million through the Emergency Response Fund Flood Recovery and Resilience Package.
- Toowoomba Regional Council is providing $650,000 toward the project.
Zoom In
Council said the discovery site has been secured and protected while investigations continue.
An archaeologist will prepare a report for the Department of Environment, Tourism, Science and Innovation before works resume.
Zoom Out
Flood resilience projects continue across the Toowoomba Region following repeated severe weather events in recent years.
The Perth Street upgrade is part of broader efforts to strengthen local infrastructure and reduce flood risks.
What To Look For Next?
Council is expected to provide further updates once the archaeological investigation is completed.
Construction is planned to resume after recommendations are handed to DETSI and the assessment process is finalised.
